But the mess is now a literal and figurative mess, and the city is running out of time to clean up its streets, according to a report from Detroit City Comptroller Eric Milburn.

Milburn’s report, which the city commissioned from Detroit-based Beepo, argues that the city has the money, money for infrastructure spending, to solve its street-cleaning problems. But the city hasn’t spent a dime on the effort since 2014.

The problem, says Milburn, is that the city has not included capital improvements to streets in its “normal operating cash flow” budget, making it impossible for the city to pay for the work itself, according to Milburn’s report.

“Finance has not provided operational funding for street repairs and improvements,” reads Milburn’s report. “The city council requested the finance director to budget for capital expenditures during the normal operating cash flow budget process, but the city council did not provide operational funding for street repairs and improvements.”

The budget for capital improvements is $6.6 million, while the budget for operational funds (revenue-generating projects) is $159.9 million. The report says this leaves the city with less than $5 million to operate the city, and that the city has no extra funds to actually fund its streets.

In fact, says Milburn, the city has done little to nothing to actually address its street mess.

“While the city has not expended any funds for street repairs and improvements, the city has replaced street lighting and installed new speed cameras and traffic calming devices,” says the report. “Despite these expenditures, only one-third of Detroit
